The Massachusetts Alliance for Municipal Electric Choice is a group working to pass legislation that will make it feasible for more cities and towns to form their own power companies. Municipal power companies provide electricity at lower rates that investor-owned companies like NStar and make it possible to use some of the savings for system upgrades and improvements such as undergrounding. Their web site provides background on the issue.

Australian Report on Undergrounding. In 1998 the Australian government published a detailed report on the issues relevant to making informed decisions about undergrounding. This report provides in depth information on costs of undergrounding in various situations and evaluates the economic benefits as well as non-economics benefits.
